Preamble

The Partnership has been created to endevour to gain additional income by way of emitting paymers with the Obligation agent and make them circulate among WebMoney users. The revenue is expected to come from probable seignorage (emission gains).
The Partnership assumes that emitent's (a business that trades goods or services) liabilities is a value that may be and can be used to raise incomes.

The First Members of the Partnership

The First Members of the Partnership had decided that the risk of the enterprise was too huge to let it go freely, that's why they wilfully constated that the First Members of the Partnership would control, monitor and supervise all future emissions for undetermined time. To pay 1% of all emissions to the Paymer company, The First Members of the Partnership established a Trust, where 20% of all emissions will be put in WMR. The First Members of the Partnership named such paymers emitted under supervision of the Partnertship “neateams”, and established exchange rate 1 neateam = 1 WMR.

Other Members of the Partnership

All applicants to the Partnership are to pass a procedure that guarantees emission control with the help of special software.
To become a New Member of the Partnership is possible after unanimous vote of the First Members of the Partnership.
A New Member of the Partnership DOES NOT receive any right to participate in deciding whether any other member can be admitted to the Partnership for one year.
All applicants to the Partnership, businesses or people that own them, should have the following characteristics in the WebMoney community:

• Open personal certificate (names, confirmed website, telephone, etc), Business Level not less than 100.
• Every applicant should in a free form present the Partnership his/her assets, i. e. goods or services that the business will be liable then to provide or render for neateams, with prices in neateams.

If an applicant has a personal certificate (as described above), BL equal or more than 50, has assets and showed them in any free, but accessible form, and the First Members of the Partnership approved everything, then, after the applicant signs the Contract, the Statute and puts 20% of the emission to the Trust in WMR, this applicant becomes a New Member of the Partnership and receives the sum of emission in neateams, in one paymer.

The number of emitted neateams

Each New Member of the Partnership has the right to emit not more that 10 000 neateams a year. The First Members of the Partnership has the right to emit 100 000 neateams in the first year. Under no conditions, the Partnership will emit more than 200 000 neateams from two First Members of the Partnership in the first year, and 10 000 neateams for any New Member. Each Member has the right to emit less than 10 000 neateams in the first year.

Technical conditions

There are three. Each New Member of the Partnership is to sign in the WebMoney Arbitrage the Statute, the Contract, put 1% of the emitted sum in the Trust in WMR.

Emission technology

The First Members of the Partnership decided that all emissions are done by the Treasurer whom they elect by themselves. In the Partnership, the Treasurer bears no other responsibilites, but to emit neateams. The Treasurer submits to the orders of the First Members of the Partnership about emissions. For each emission, all Members of the Partnership, including the First Partners, pay the Treasurer 100 neateams independent of the emission sum. All emissions are performed in ONE paymer, exact sum of the emission, and given gratis to an appropriate Member of the Partnership.
The Treasurer's position is elective one. The First Members of the Partnership decide and elect the Treasurer. The Treasurer is re-elected annually.

Control

Control over accurate number of the emitted neateams can be freely executed by any wishing to do so with the help of the following page: EMISSIONS. This page provides a list of companies, businesses, or sole businessmen that have become New Members of the Partnership, and emitted neateams. The list of their liabilities (price-lists) are given at the following page: COMMITMENTS. Each neateam (paymer) will be issued from Treasurer's WMID. The EMISSIONS page will contain all paymers with their names. Only these paymers will belong to the Partnership and be its paying means — “neateams”, all others paymers (with other series, WMID's, etc) DO NOT have any relation to neateams.

Acceptance of neateams

Each Member of the Partnership signs liabilities notes (Statute and Contract) to accept neateams and provide goods and render services in return.
